The Merced County Board of Supervisors approved the 2025-2028 Merced County Strategic Plan at its last meeting, laying the groundwork for how the county will align resources and priorities to address challenges and opportunities over the next four years.

The 2025-2028 Strategic Plan focuses on key areas including customer service, fiscal discipline, quality of life, revenue enhancement and infrastructure. By aligning county operations with these priorities, the plan aims to improve service delivery, increase economic growth, and ensure the well-being of residents in Merced County.

Board of Supervisors Chairman Josh Pedrozo said the plan affirms the board’s commitment to a strong and resilient Merced County.

“The approval of the 2025-2028 Strategic Plan is an important milestone,” Pedrozo said. “This plan reflects our shared vision for the future, where we focus on creating a sustainable, thriving Merced County. By addressing the needs of our residents and focusing on key priorities, we can build a foundation for long-term growth, resilience and prosperity.”

This plan is the result of an extensive process that began a year ago with a public-facing Board Strategic Workshop held in Los Banos. The result is a document that is representative of collaborative efforts among the board of supervisors, executive staff and county departments.

The following are key highlights of the 2025-2028 Merced County Strategic Plan.

Merced County will continue to improve the ways in which it serves the community, ensuring that each interaction is efficient, respectful, helpful, and responsive to the needs of our residents.

Merced County is also focused on fiscal discipline and is committed to building a strong financial position, prioritizing responsible budgeting and long-term fiscal sustainability to support the county’s programs and services.

From public safety to health services to parks, Merced County is working to improve the overall well-being of all who live and work here.

Merced County is exploring new and innovative ways to increase revenue to support vital services, while also ensuring opportunities for growth and development across the county.

Modernizing and maintaining infrastructure remains a top priority in ensuring that Merced County can sustain future growth and meet the needs of its community. This not only applies to roads, but also cyber security, GIS services and groundwater supply/quality.

In the coming months, the county will take measurable steps to accomplish the goals outlined in the plan. Progress updates will be provided to the Board of Supervisors and staff will monitor and evaluate the plan’s effectiveness in addressing the community’s evolving needs.
