Community leaders, elected officials, family members and friends gathered July 15 to dedicate the Joe H. Sousa Child Development Center, honoring the longtime City of Los Banos public servant whose vision and leadership helped make the facility a reality.
Hosted by the Merced County Community Action Agency (MCCAA), the ceremony recognized Sousa’s decades of service and his efforts to improve opportunities for local children and families.
Brenda Callahan-Johnson, chief executive officer of the MCCAA, welcomed guests before Alondra Jimenez-Becerra, representing Assemblywoman Esmeralda Soria’s Office, presented Sousa with a certificate of recognition.
Los Banos Mayor Michael Amabile also presented Sousa with a certificate on behalf of the city council and the residents of Los Banos.
Before speakers reflected on Sousa’s contributions to the community, children from the center’s toddler class gave a lighthearted performance for guests.
John Spevak recalled first hearing Sousa’s vision for a child development center while serving with him on the city’s parks and recreation commission in the early 2000s.
“He spoke eloquently to the commissioners about the need to serve young children in Los Banos at all income levels,” Spevak said.
Spevak said he shared Sousa’s belief in the importance of early childhood education and watched with satisfaction as the project eventually became a reality.
“I congratulate the agency for naming the center after Joe,” Spevak said. “You couldn’t have picked a better person to honor.”
Former Parks and Recreation Commissioner Erasmo Viveros spoke about the personal impact Sousa had on his life after meeting him as a teenager eager to learn about local government.
“Joe, I don’t know if you realized it then, but you weren’t just answering my questions,” Viveros said. “You were helping shape the course of my life.”
Viveros said Sousa taught him that public service is ultimately about people and creating opportunities for future generations.
“Today isn’t just the naming of a building,” he said. “It’s a promise that every child who walks through these doors will be met with the same belief, encouragement and opportunity that Joe has spent a lifetime giving to others.”
Former Parks and Recreation Operations Manager Paul Cardoza, who later succeeded Sousa as department director, shared memories from their more than 40 years of friendship.
Cardoza described Sousa as a dedicated leader who often worked late hours and prioritized supporting his employees.
“If you make a mistake, there’s a mistake made,” Cardoza recalled Sousa telling him. “But the head man takes the blame, and the employees get the recognition.”
Cardoza also emphasized Sousa’s determination to see the child development center completed, recalling the challenges the project faced before the MCCAA ultimately took responsibility for the facility.
Pastor Steve Hammond concluded the ceremony with a prayer, describing Sousa as “a man of integrity” whose dedication to serving the community has benefited generations of Los Banos residents.
Following the prayer, attendees gathered at the building’s front doors for the unveiling of the new signage and a commemorative plaque recognizing Sousa’s role in bringing the child development center to the community.
