The City of Los Banos is moving ahead with the “One Tree Project for Permanent Supportive Housing for Residents Experiencing Homelessness.” The city is using $11.8 million in state Encampment Resolution Fund (ERF) Grant funds and $2.5 million dollars in Central California Alliance for Health (CCAH) funds.

On Feb. 19, the Los Banos City Council approved an agreement to be signed between the city and the developer, Anabasis, LLC, which was awarded, through a competitive bid process, the One Tree Permanent Supportive Housing development for People Experiencing Homelessness in the city’s encampments and homeless shelters.

A regulatory agreement recorded against the property ensures the project remains devoted to affordable housing. “We recognize that true affordability goes beyond just providing housing,” Anabasis, LLC said in a statement. “It means ensuring long-term financial accessibility for residents.

“Through rental subsidies, Section 8 vouchers, and other affordability measures,” the Anabasis statement continues, “we are committed to making safe, stable housing attainable for those who need it most. The One Tree project is a vital step in addressing homelessness by not only offering shelter but also securing sustainable housing solutions that empower residents to rebuild their lives with dignity.”

The One Tree Permanent Supportive Housing project consists of up to 51-bedroom units, four two-bedroom units, and four three-bedroom units of modular shelters.

The ERF dollars will also fund operating costs related to the project for up to three years and staff services provided onsite to residents including connections to health care, substance use treatment, employment, income benefits, and case management during that time.

For nearly two years, the city’s housing team has dedicated a tremendous amount of time and energy to this project for the Los Banos community. Team members are excited to have received this funding, but money is just step one in this project. The goal is to deliver a product that this community will be proud of.

 The city plans to begin the project this year and projects the first residents will move into homes sometime in the spring or summer of 2026. These projects require careful planning and attention to detail, so they tend to take time to ensure the city’s best interests are served.

The project will be led by the City of Los Banos community and economic development, housing division team which is represented by a Housing Program Manager, Christy McCammond, and an Outreach Coordinator, Jennifer Loa, and is led by the Community and Economic Development Director, Stacy Souza Elms. This team is responsible for the development of priorities, goals, and objectives related to the city’s homeless response system.

“This project,” Elms said, “will provide essential housing for our community which is so desperately needed by the city.”
