Rosie was born in Lodi, CA to Bartola and Natalia Herrera. Rosie married Joe Carter and was married for 63 years. Rosie worked and retired from Merced County as a worker for human resources. After retirement she moved Tahlequah, OK.
She survived by Cullen Carter (Rebecca Carter) Bart Carter who married (Julie Carter) Tina Carter who married (Rusty) and Patricia Shoopman, 13 grandchildren, 4 great grandchildren, 1 sister Ernestene Alacon, and many nieces and nephews. She was preceded in death by her parents, husband Joe, a daughter Melissa, and 2 brothers Richard and Tom.
She enjoyed doing her yardwork, reading a book, and going to the casino.
